getting to know someone as an initial step to starting romantic relationship; courting someone without having an established relationship with the titles of "boyfriend" and "girlfriend"
 
"Talking" in this sense does carry some of its original meaning but is narrowed to conversing with someone with whom romantic feelings are shared. It's used to show that a pair of people are above the friend stage but are not quite at the couple stage. It's not typically used outside of the present progressive form.
Etymology : "Talk" from Middle English "talken" + -ing for present progressive.
