to hold someone down and punch their legs until they feel limp and useless, like wet noodles
 
Apparently used in circles where friendly hazing and physicality (or bullying?) are common ways of showing affection. Similar in usage to words like “noogie”, “wedgie”, and other such playground terms. I first saw the word in the context of a professional Super Smash Brothers Melee player who is known for partying hard and having something of a bromance with Smash players from his hometown.
Etymology : from the existing word linguine, a type of pasta. Describes the “limp noodle” feeling of your legs after getting linguined
