Referring to the frowning emoticon, it is used to verbally express a negative feeling.
 
It is basically a way to use an emoticon in verbal language. When texting or communicating online, individuals will use emoticons to express emotions. In person, you typically read emotion through body language and facial expressions. However, people use sad-face as a form of verbal slang. Specifically, it is a form of text or cyber slang entering the verbal domain. As such, it is used to sarcastically draw attention to a negative event (like taking an exam). Some speakers will pause and frown, mimicking the actual emoticon, after using the word to add emphasis. However, it primarily functions as a metaphor. People are not describing their faces as sad, but rather their feelings.
