A random person whom you don’t know.
 
The word rando is usually used to emphasize the fact that the subject is not any particular person as a way of generalizing. Sometimes the word expresses apathy, as a person might not care what happens to some rando. The clipped word shows also that the speaker does not care about the person because they do not take enough time or effort to say the full phrase random person.
Etymology : Rando is probably a clipping of random person or just of random.
