Speaker wanted a new way of describing a person without using the derogatory word ‘cheap.” The words sound similar and it is definitely meant to imply cheap without directly stating it. Also, chincy evokes the word change, as in coins or bills. The connection may also support the idea of cheap of little change, that the speaker is trying to convey.
Etymology : Novel word, possible from similiar sounds that evoke the word stingy
