Ruin a photo by making sure it includes something undesired that throws off the mood like someone glaring at the camera or the people in the photo or doing something strange. The use of 'bomb' is metaphoric in that bombing a building ruins it, and in this case bombing a photo ruins it.
Etymology : Compounding of 'photo,' a photograph, with 'bomb,' in this case meaning 'to ruin.'
