There is no clear distinction to separate hacktivists from cyber-terrorists, but generally, hacktivists have a clear political agenda which they pursue. Their actions may be as mild as running websites supporting a cause and parodying their opponents or as 'violent' as hacking and sabotaging other websites to spread their ideologies.
