The term "no genitalia" is a word at Duncan College at Rice University that attempts to describe a male with no sexual desire for an interested woman, possibly due to shyness. The term usually comes about after a woman has made her intentions known and the guy in question acts oblivious to the situation. The girl has concrete knowledge that the male likes her, but when the female makes the first move the male stays unresponsive. The male in questions is then said to have no genitalia.
 
"I can't believe he wont ask you out on a date Louise, even after you basically told him you liked him. He obviously has no genitalia."
Etymology : The term "no genitalia" for a man would seem to mean "without a penis," but in this case it means that the male is unwilling to act of his sexual desired and ask an interested girl out on a date. Therefore this is a metaphor for a somewhat shy or oblivious guy that does not ask girls out on dates after the female is somewhat forward with him.
