graduated and reciprocated initiatives in tension-reduction of tension
 
This term is used by social psychologists to describe a way of de-escalating tension between warring countries. One country must first initiate the will to reduce tension, and next, that country must ask for a reciprocated action from the opposing country. Thus, the tension reduction is gradual and reciprocated. This way, no one is hurt, and both sides win.
