an intentionally included error or unneeded feature put in solely for the purpose of giving the editor/supervisor/manager something to remove so that he/she feels like they are contributing to the process
 
"Did you remember to add a Duck? Last time we forgot, Bob couldn't find anything wrong and suggested 3 completely unnecessary changes!"
Source : supposedly this stems from a story of an animator working on the game "Battle Chess" in the early 90s where the animator intentionally included the animation of a duck into the game just so his boss would have something to remove and feel like he "added value". The story has since become legend, and the "duck" term coined.
