Derived from the words "fantastic" and "fabulous." The two words were blended together to form a single word that incorporates these two adjective at one time. Often this word is used to refer to a person who is really cool, popular, and likeable. At the same time, this person is also dresses well and is usually very physically attractive. Word is not often used however--only occasionally. Word was probably coined because it is an easy and compact way of describing two adjectives at one time.
