following someone for as long as possible without them noticing
 
This term arose from a game created by a show in Australia adopted to the US. Contestants had to follow unsuspecting people around without them noticing. This is similar to how a ghost has the ability to follow an unsuspecting victim as long as they please. Essentially the person ghosting attempts to be a "ghost." A derivational change occurs to mark the word as a verb.
