Obessive Compulsive Disorder; a mental illness resulting in chronic fears and or ideas, and often, certain habits followed so as to avoid the fears and anxiety they cause. Now, however, the popular usage is to describe a person who cleans obsessively.
 
"Wow, this room is so clean! Your roommate must be OCD." "Yea, she cleans this room everyday."
Etymology : acronym for a medical disorder.
