someone, particularly a woman, who is doing a great job at something or is otherwise amazing or fantastic
 
This term is formed from making a joke of the word “queen” by spelling it completely phonetically. This makes it seem less sincere and also shows that you are not actually referring to someone as a monarch, but rather referring to them who is like a monarch by means of what a great person they are.
