Publically shame somebody for acting a fool.
 
Kirk is the last name of friend who enjoys calling others out on their mishaps and making jokes in public. The phrase “on ‘em” frequently shows up as a suffix to emphasize verbs as doing the action to others. “Quit being so sensitive, I’m just trying to KirkOnEm.”
