verb;
1) used when a guy tries hitting on or talking to a girl or 2) a way of telling someone to contact or get in touch with them later Another way of referring to making a pass at someone; possibly started in hip hop culture due to an accent that fails to pronounce the -er at the end of a word. Derived from the word holler but the ‘-er’ replaced with ‘-a’ which often makes words more informal/slang-like. It makes sense that the neologism is derived from the original since they have similar meanings but this one has 2 definitions depending on the context.
 
Why don't you go holla at that girl?
Etymology : Phonetic change. Derived from the word holler meaning a yell – replaced the ‘-er’ with an ‘-a’
