The person is expressing that they are indeed very serious, they are not joking or what they are saying is not a lie.
 
: This word can be used by anyone but was coined as a word so that in speech they can sound cooler or create more hype over the situation. This brings to mind when other words are changed in a similar fashion just to add spice to the speech. (Shizzy, Grizzy etc.)
Etymology : Kizzy is derived from the consonant sound that is in “Cap.” The original saying is “no cap” which also bares the same meaning. “-izzy” is added at the end to make the consonant catchier.
