Characterized as messed up, abnormal, low quality.
 
The term scuffed has more familiarly been used to characterize an object that has been damaged or marred by scratching or scraping. This meaning has been extended to refer to a large array of situations and objects (including images, videos, music, etc.) that are in some way plagued with complications, of low quality, abnormal, and/or unpleasant to experience. It may be used in similar contexts to the word cursed.
Etymology : Zero derivation of scuffed with extended meaning.
