A political system where sovereignty is held by different groups only in the certain areas in which they are affected by change; a distribution of power where one holds power over one’s actions and not those of others Possible Reasons Used: To describe a type of political sovereignty briefly so that it can be easily referred to later when describing more complex terms.
 
(Paraphrased):Subsidiarity is when things that affect the EU are controlled by the EU, and when things that affect the nation itself are controlled by the nation.
