Cutty, adj. refers to someone who is classified as creepy, or sketchy. The person or situation is fairly unsafe and appears very uncertain. They may be untrustworthy and give off an overall unsafe vibe. It's someone who is observed as obnoxious and weird. The person appears to be very dark and mysterious, they also look very gloomy and are normally seen alone and by themselves. The person has few friends and if they have friends they are usually creepy too.
 
Cutty is a clipping of the word cutting or cut and it refers to someone who is depressed and creepy, someone who is very emotional and might cut themselves. It is used frequently to describe someone who creeps or scares people by staring or always sitting alone. It is a odd person or situation.
Etymology : Cutty is a clipping of the word cutting or cut, and it comes from the Old French word, 'couteau' which means knife, and it has eveolved into meaning the action of using a knife to cut or chop things into smaller pieces.
